But that's what I mean, what you posted sounds like a near blanket prohibition, not a process.  If you need the President or Provost to sign off on putting Stanford on an NIL deal then you have de facto prohibited it.

The best we can hope for is that the President/Provost delegate authority to the AD or to an NIL officer who can review and approve or deny the use on a case by case basis.
