Was the 90 transfers planned or was it a result of a lower percentage of admitted students accepting their offer than anticipated?

I remember one year no transfers admitted because far more students accepted admission offer than expected.  I felt bad for all the transfer applicants that year who it turned out had no chance of being admitted.

That's interesting students would put off their plans so late into the process when some schools were probably already starting classes.

or international students who either had issues getting a visa or decided not to go to school in the US

back when I transferred in (Sept 1979), I only found out I was admitted in Aug (and I had to call to find out)
