I guess it depends on Wagner’s academic goals and accomplishments. Generally speaking, transfers are academically disruptive, and in most cases, it is better to stick to your existing course of study than switch midway, but “generally” and “most cases” is doing a lot of work there. There are some cases where an academic change could be positive. Without knowing anything about Wagner, I don’t know that I would want to comment on her case specifically.
I would say it is probably better to transfer in the offseason and have two quarters to adjust.
Also, because I just looked, Maryland is on the semester system so switching now and doing winter and spring quarters gives her two quarters which is a bit more academic time than one semester and might help her catch up.
