The reason to take a QB every class is because it's the one position where it's difficult to get a guy enough reps to showcase his talents to pro scouts if he isn't a starter.  Thus, it's a position that experiences a lot of transfers.  See:  Nottingham, Brett.

Of course, if programs didn't bring in a QB every year there wouldn't be so many players to worry about getting reps and there would be fewer transfers.  But it seems to make sense to have the most competition possible at the most important position on the field, and build as high a quality line of depth as possible, in the event a new QB is needed because the starter goes down.

As for Rosen, I haven't seen him play, just read reports.  They suggest Rosen is not the most fleet of foot guy, and given he's had Luck, Nunes, and Hogan, how much Shaw raves about Mariota, and the fact Lloyd and Burns can run, as well as Chryst, I'd be willing to bet Rosen has no offer because he isn't as good on the run as Shaw now wants his QBs to be.
