Admissions can read an application very quickly once submitted.  There is no need for a two month window.  If Irwin still needs to improve his grades and scores, then he would have little incentive to turn in the rest of his application now, and it might be a perfectly reasonable decision to focus on said grades and scores before he turns to his essays over the winter break.  There are the famous cases of Bradford and Okwo back in 2003, but I have non-specific recollections that lots of kids submit applications at the end of the calendar year.
