Looks like Nebraska's president on Friday came out and said they plan to open their campus this fall:

The university system's plan to open classrooms in four months acknowledges the possibility that class sizes may need to be reduced or adjustments may be required to class schedules in order to accommodate social distancing recommendations if they are still in effect.

Carter said he's been in contact with Gov. Pete Ricketts about NU's plans, and they both felt that having students on campus would be safe because more testing is likely to be available in the fall along with expanded contact tracing capabilities in the event that there are cases among students or staff.

It feels like there's something close to a 50-50 split between schools saying they plan to open and schools saying they plan on have a mostly closed campus?

Of course, most have simply said they haven't decided yet, which seems to me the most sensible thing to say while still in April (yeah, I know there's typically an early May deadline for things like housing deposits but I don't know that it's a brobdingnagian deal to push that back a few weeks).

Stanford is doing detailed planning for fall quarter on campus, but indicated it hoped to make a decision in May. The Stanford news release on the trustee meeting last week provides some color on their thinking.

Of course, most have simply said they haven't decided yet, which seems to me the most sensible thing to say while still in April (yeah, I know there's typically an early May deadline for things like housing deposits but I don't know that it's a of immense proportions deal to push that back a few weeks).

A school that announces they will be online for a fall semester/quarter will be online.   Can't go back on that after it has been announced.
A school that announces they will be on campus for the fall semester might discover later they must go online.

So I think those that are going online are smart to say that so their students can plan accordingly. 
The schools that are waiting for a bit more information are probably doing the right thing if they really believe on campus might happen.
Schools that are already indicating they know they will have on campus instruction are banking on things that are not under their control.   More testing, more tracing and acceptable case growth sounds great, but those things are not really known yet.  

I think Nebraska should be OK because a lot of citizens in the state essentially practice social distancing every day in their careers as farmers.  I don't think the big concern will be August or September.   November and December?  That's where the uncertainty kicks in.
