As I posted in another thread, decisions being driven by whether there is money to be made (or lost) by COVID-19. That's why you have college (and even high school) football. That's why private schools have in person school, while public schools are doing distance learning. That's why the same colleges whose medical school faculty talk about the risk of in person classes, are holding in person classes. That's why bars and restaurants were opened. If there is money to be made, then that will be outweigh any opposition based on the risk of the activity. If there is no money to be made, no matter how safe the activity, there will not be enough energy to overcome opposition.
