It doesn't matter whether there are good counterexamples, which I am sure the staff pointed to; the question is about public perception. From the perspective of trying to read tea leaves, if you were a transfer trying to justify your decision, you would probably point to offensive development as a way to publicly justify your choice.
Alas, it seems like I was right, and Johnson was telegraphing his decision to go to UCLA by citing offensive development, which is a pretty bad indictment of the staff.
