If Morocco covers Africa (was thinking maybe possibly South Africa), I'll go with either Japan or South Korea - just don't think Australia or New Zealand have ever had great soccer teams

Per Wikipedia-13 teams participated with four coming from Europe. FIFA twisted arms to get the European teams with many no-shows citing difficulties in getting to host nation Uruguay. (I looked this last part up)
The two others are more recent - Morocco last cup and South Korea in the 2002.
