It's tough to tell whether Harbaugh or Shaw does it more or more loudly. Harbaugh, after all, declared Andrew Luck the best QB in college football before he'd even taken a snap. I'd say the principal difference between the two is the amount of attention--Harbaugh is expected to be brash and boisterous and therefore got attention whenever he said something brash and boisterous.
Another view on the praise is not that it's showing confidence, but rather motivating and setting of expectations. He's saying to these guys, well, look--this is how good you could be, but you'd better put in the work to do it.
