I don't think the smaller sports will be required to put all players on full scholarship. The details are yet to be specified (at least publically). It seems likely that these sports will have caps but less likely they will have minimums that are so onerous that it would require cutting the sports. That would seem to be counterproductive.
I don’t think it will matter. Simply adding this many scholarships on the main sports will reduce scholarships for the rest - schools mostly won’t have the money. I am assuming near max scholarship counts on the main sports, but from history I think it’s a good assumption.
Just base/softball, football and basketball have a max increase of about 55 scholarships. Balance out football on other women’s sports and it’s about 75 total. So something like $3.5 to $7 million dollars just on scholarships. That money is coming from somewhere else for many schools.
I definitely think this will also accelerate the move to 2 conferences, and will start the process of schools bailing out totally.

I forgot baseball increases more than softball so it’s probably more like +80/85, but the same point holds.
