There is often guidance from the football staff on when to submit.  Waiting for first semester grades is often recommended for certain candidates so I wouldn't read too much into late applications. Not to pick a nit, but Scout has Casey Tucker as a 5 star (#2 OT) and Solomon Thomas is a Scout 5 star as well.  Don't understand why Dalton Schultz isn't a 5 star as the #1 TE on Scout, but whatever.
To me, CMac sould be a 5 star, too and Chryst is only a 4 star despite being the #2 QB.

The four services -- 247sports, ESPN, Rivals, and Scout -- all rate the players separately. I think CI's using Rivals' numbers. Last year, posters here and on ESPN said Rivals was best at ranking players accurately and ESPN was the worst, but who knows. It could change from year to year.
