Tara said that in the early days it was always the top 16 that hosted and then WBB went to the bid system in an effort to spread interest and increase attendance. That has been abandoned and we are back to the top 16.
But all that means is that the committee is choosing the 16 sites it wants when it issues its final seeding. We would be naive to believe that they will seed the teams without thinking about intangibles. In the past, the committee manipulated the seeding to control who got sent where and when--such as the infamous time it sent Harvard as a 16 seed to face us in round 1. But now the committee will manipulate the seed to ALSO influence who gets to host.
