According to a talking head on NFL AM this morning, "more probable than not" is where the NFL sets its bar for punishment.Â So, Wells' use of "more probable than not" throughout the report does not mean he's being vague, it means he believes Brady is responsible.Â He's simply using the NFL's preferred vernacular.
