95% of winning $2 bet tickets went unclaimed! Even when the track loses, it wins. I suspect the sell these $2 tix precisely because they expect people to give up on cashing them in as the mob is heading for the door.
It's because they are worth more as collector's items. They are going for about $25 on ebay. Winning ticket and program going for about $80.
