I'm sure that taking the course at UO meets EW's requirements, for exactly the reasons you suggest.  I'm a bit surprised, however, that the NCAA rules allow it.

I'm not sure the NCAA has either the interest nor the jurisdiction to determine what courses a university can allow towards graduation.

They also cannot prescribe what geographic area a potential student athlete can inhabit.

They can, however, rule that the kid cannot practice with the team. And supposedly Helfrich has told him he cannot even informally work out with anyone on the team (at least so said Adams in an interview I cannot find right now).
