Maybe this is a good place to review the Pac 12 QB performances so far. For a summary I prefer PER - which has lots of issues I don't like but is at least a summary efficiency ranking and I know what goes into it. And of course QB stats in particular, reflect team strength as much as the individual player.
These numbers do not take strength of opponents into account.

I think Kessler and the $C offense is pretty good. He has a history of poor performance against the best teams, but had pretty good (though below his average) ratings vs Stanford and ASU.
Surprised Bercovici so low. ASU has definitely had their problems.
I have seen a little bit of discussion of Liufau as one of the better NFL prospects in the Pac 12. I haven't seen him enough to have a strong opinion - but it could be true that the poor rating is as much the team as Liufau himself.
Rosen's PER isn't terrible for a true frosh QB, at least if you project that as a full season rating. Two years ago Hackenberg (PSU) had 134.0 and he is still talked about for the NFL [though not because of actual performance as far as I can tell] and Goff was at 123.0 [though he has improved a lot]. It's hard to figure out trajectory with Rosen, his per game PER numbers are 192.5 -> 100.1 -> 74.8 -> 176.6 -> 125.3.
