This seems like a question for you.

We had a thread earlier this week that I suspect you did not see about an apparent officiating mistake on the first series of the second half of the Arizona game (after the second play). It seemed that there was a dead ball personal foul on UA that was spotted as a dead ball foul but downs were counted as if it were a live play foul.

Do you know what happened there/what the relevant rule is?

That play happened right in front of me and it wasn't a dead ball foul.  The play and tackle were happening on the West side of the field and while our defender was looking that direction, the Arizona receiver gave him a cheap shot from the side and knocked him down.  They happened simultaneously and, when I watched the recording, the ref didn't call it a dead ball foul.  It happened somewhere around the 20 or 25 yard line so it was half the distance to the goal and a repeat of second down.  I was up screaming at the Arizona player but the Arizona coaches soon took over.  I was at least glad the coaches were upset unlike some of the reaction I've seen from USC coaches after personal fouls.
