There are 40 bowl games; there should be about half that many. Forget about 5-7 teams; 6-6 teams shouldn't be making it either (especially those with wins over FCS teams).
And by the way, 2 of Nebraska's 5 wins were against South Alabama and South Mississippi. Both are FBS teams, but come on. Three wins against Power-5 teams?
As far as the game, UCLA catches a break when a Nebraska player is tossed for a controversial targeting. I don't think he was targeting, even though there may have been contact above the head, but I wasn't nearly as apoplectic as the announcers. The way to avoid these penalties is to, you know, make sure all the contact happens below the neck. In any case, the Chosen One throws an interception on the very next play.
