I really am skeptical that if you take a random sample of 100,000 folks from two selected regions and tried to compare them, that there would be a pronounced abundance of nice people in one and a dearth of such in the other.

That's always been my experience. I was in Hawaii over xmas and someone mentioned how nice the people were, and I just said "we're only interacting with people in service roles, those people are almost always pretty nice everywhere." Which has certainly been my experience. I think that "the people there are so nice" is one of those inane tropes that needs to die.
