Men's Rowing is currently sponsored by six teams, though two of those are only at the club level.Â
Women's Rowing is currently sponsored by seven teams.Â
Men's Swimming and Diving is currently sponsored by six teams.Â
Women's Swimming and Diving is currently sponsored by nine teams.Â

I don't know what an ideal number of teams is in any of those sports, though.
