I don't know the VB rules that well, but given that our server had only her left foot down (and clearly inside the side lines by at least 2 feet) when she contacted the ball, I'd be surprised if the ruling of the head referee, that she was beyond the side lines, was correct.  Yes, her right foot had been out of the side lines, last it was down, but it was clearly off the ground when she contacted the ball.  Anyone know the rule? (NCAA site is down at this moment, so I can't look them up.)

NCAA rule books are again available.  The rules state:

13.1.3.6 At the moment the server contacts the ball for service or takes off for
a jump service, the server must not touch the court (end line included) or
the playing area outside the lines marking the width of the service zone.

It was clear this rule was not violated.  I don't see any of the other service-related rules that are violated.  In particular, I do not see a rule that prohibits the server from stepping out of the legal service region (such as into the court or to the sidelines) as long as the server is in the legal area at the time of contact.
