The construction of the stadium has nothing to do with the noise level of the crowd. Stanford fans just don't yell and cheer for their team like other fans do. They may be discussing their 401k, next startup, blah blah blah, but I think Stanford fans inherently aren't loud. The student section is loud, but small in numbers. The shady side likes their library atmosphere. I don't see the atmosphere of the stadium ever changing. It's just how it is.
The stadium was fairly full in the first quarter, but fans started leaving in droves towards the end of the 3rd, early 4th. I took off in the early 4th due to absolute frustration and boredom. Even when Stanford is rolling on offense, it's still not the most exciting team to watch, but when they are struggling so badly, it's horrible.
