An out-of-the-box idea (that will almost certainly never happen):
Three four-team divisions, with top two teams for championship game determined by conference winning percentage with BCS standing as a tiebreaker (think the NBA).

Three opponents the same every year.
Calif. schools get stuck with four-six conference opponents each year but an extra home game, other divisions may have fewer conference games (to minimize travel concerns).
