FWIW the German Basketball Bund lists Oscar as a SF: http://www.basketball-bund.de/spieler/oscar-leon-silva
He also apparently plays for a team called MTSV Friendsfactory.
This blogger -- apparently a scouting service approved by the NCAA, if the site's twitter page is to be believed -- writes of da Silva:

EDIT: Da Silva's also a member of an "absolutely loaded" under-18 German national basketball team. He apparently had a "strong season" in Germany's youth basketball league and a "a strong all-around performance on the wing" in a European youth basketball tournament in August. http://www.fiba.com/news/germany-take-im...nt-victory

Said blogger also describes him as a small forward.

Quote: Da Silva is not really a discovery but still wasnt widely recognized few months before [this April tournament] He is like a living mismatch on the court. Too big for guards , too quick for forwards and too smart for equally athletic and versitale [sic] players. Da Silva was the most important contributor for unbeaten team beside Freudenberg and Mushidi. He provided great energy and ability to play above the rim. Young german finished tournament with the third best field-goal percentage 69%.

Quote:Hes definitely the prospect with the lowest level of technical and tactical development of the young German generation, but probably with one of the highest ceilings. He has an amazing structure on which to build up some muscle without losing agility and quickness, furthermore he already has a superb body control and balance. He has solid fundamentals and hes definitely an effective rebounder for the role, but he definitely has to work on his confidence. His shot is promising and he seldom forces shot, usually being in control. Definitely a prospect to monitor and track. He closed the tournament with 7.0 points, 5.4 rebounds, 1.7 blocks, 69% FG in 19.3 minutes per game.
