That is not the way I have seen the term "project" used.
As I have seen the term used it refers to a guy who does not have well developed skills and on-the-court instincts and perhaps hasn't played the game very much but likely has superior athletic ability so that he might be able to become good if those skills are developed.
I would say, "raw, with a big upside" is a synonym, perhaps with a more positive connotation.
