That is the origin of the term, refering specifically to northerners who went to the South during the reconstruction to seek elected office.  Now, it just means any transplant who runs for political office in an area where they don't really have deep ties, or have lived only for a short time.  It still carries derogatory connotations, and was meant that way by the councilwoman who was speaking to her political rival in the show.
