What they need to do is tear the whole thing out.  Build a new stadium with better lighting, better seats, more bathrooms and ample parking nearby.  That might help.  With all the alums they have, it SHOULD be easy to get the funds for CMS 3.0!

Yeah, they need another big ole bond issue that they will never be able to repay.
