Ah, here's what's happening (and you could argue is the flaw).
Looking at the selection process procedure
"... place an emphasis on winning conference championships,
strength of schedule and head-to-head competition when comparing teams with similar records and
pedigree (treat final determination like a tie-breaker; apply specific guidelines)."
In other words, look at their records first, then use the other stuff to break ties.
OSU, Clemson and Washington have one loss. So you look at the other stuff to sort those three, but you don't use it to bring in two-loss teams.
