He didn't become GM until Harbaugh's first year, but he was clearly quite involved with personnel before that. I think Scot McCloughan was the true mastermind in the Niners' personnel department at the time. He's currently doing a good job with the DC football team.

Baalke was the Western scout for the 49ers in 2005. McCloughan was the actual brains, but he had Sarkisian disease. He ran the 49er drafts through 2010...he selected the players who got them to the Super Bowl.
