I doubt anyone makes their decision to attend a school based on the number they can wear, but it might be an influence at the outer margins, as part of a matrix decision or tie breaking exercise.

There are actually a number of cases where players have made their decision based on number availability; and in some cases colleges have temporarily un-retired numbers as a condition of players accepting their offer. However, I believe (and certainly hope) that prospective Stanford student-athletes don't put weight on number availability.
