Lots of schools value w/l over academics.  Cal would hardly be the first school to fire their coach despite improved academics.  The difference is that a) academics were given as a reason his predecessor was fired and b) cal went out of its way to tout academics.

As I said, revealed preferences.  My guess is that if the next guy delivers the wins, it won't matter if the apr slips.
