Absolutely, OF, and, just to avoid confusion, here is the strike zone as defined by the NCAA rulebook:
Quote: The area over home plate from the bottom of the kneecaps to the midpoint between the top of the shoulders and the top of the uniform pants. The strike zone shall be determined from the batters stance as the batter is prepared to swing at a pitched ball
The top part of the vertical strike zone seems subjective to me, but the horizontal limits are clear and, in college ball, no pitch that passes the plate over the batter's box chalk lines should be called a strike--ever.
