Has targeting ever been called on an offensive player? If the NCAA chooses to do that, I'm supportive, but don't think I would make a bang-bang play like that a test case. I think the Pac12 would be just re-affirming how it's viewed as "touch football" if they started calling that play.
But in theory, anything to make the players stop using their heads to gain leverage is a good thing.
