It seems highly likely to me that Shaw didn't make an offer because it had been made clear to him that the The Road Not Taken one wanted to take early enrollment, and to play as a freshman. Stanford doesn't offer early enrollment, and Shaw wasn't going to play The Road Not Taken as a freshman. So, mutually, there was no fit. No point in making an offer that won't be accepted. The 40 year decision wasn't going to do the job, dream school or not. Maybe in hindsight The Road Not Taken would not insist on these two conditions, but, at the time, either or both could have DQed Stanford.

By his words and actions, I think Josh has made it pretty clear that he would have liked to have received an offer from Stanford. Since he probably didn't want one just so he could turn it down, I think it is unlikely that Shaw declined to give him an offer because he knew it wouldn't be accepted. For reasons we aren't privy to (but certainly have speculated about here often), I don't think Shaw thought Josh was a good fit for the program. I doubt if the reasons were merely because Stanford doesn't offer early enrollment and Josh wouldn't have played as a freshman.
