John Arillaga (https://en.wikipedia.org/wiki/John_Arrillaga), the benefactor for the stadium and a bunch of other buildings. He paid for it, and his company is the builder, so I'm guessing that he has a strong say in how it looks.
If you don't like it, pony up a quarter of a billion in donations over the years, and pay for something that you like better.
