The major organizations within golf, such as the USGA, R&A, PGA of America, PGA Tour, Callaway, Taylor Made, Ping etc....would serve the game best by working together to promote golf technique instruction and practice.
Even crappy players can play relatively quickly. Delays don't happen as much from taking too many strokes as they do from slow play (too many practice swings, reading putts from every angle, not hitting provisional balls, leaving clubs/bags on the wrong side of greens, etc.)
