The major organizations within golf, such as the USGA, R&A, PGA of America, PGA Tour, Callaway, Taylor Made, Ping etc....would serve the game best by working together to promote golf technique instruction and practice.
Even crappy players can play relatively quickly. Delays don't happen as much from taking too many strokes as they do from slow play (too many practice swings, reading putts from every angle, not hitting provisional balls, leaving clubs/bags on the wrong side of greens, etc.)
I understand that pace of play is often cited as a reason for a decline of golf play participation. Another common suggested culprit is expense.
But my observation is that lack of skill is likely the most significant reason. Consider this, 20 years ago Tiger's celebrity caused a large number of people to buy sets of golf clubs and try golf. But the majority of those newcomers soon became frustrated with their inability to strike respectable golf shots, so they put those clubs in the garage and chose instead other leisure time pursuits.
Regarding the OP's subject , for decades Oklahoma State has consistently recruited and signed players who went on to have successful Tour playing careers.
