Really good question. Almost no matter how it is decided, KJ will know he is on a short leash. Will that inspire him to better play, or will it do the opposite? Further, "healthy" is relative. KJ hasn't looked good most of this year. Did the hit in the Northwestern game have lingering effects? Shaw clearly likes both guys, so this is going to be a difficult decision. I have no idea how close KJ is to being "health enough", or how much Mills will be affected by his injury from the UW game. Lots of variables.
