P12 basketball first adopted a tournament because the partial explanation for our poor NCAA performances was that we were soft and the other league's tournaments were seen as toughening up the teams for the NCAAs. It didn't help so we discontinued it. The top teams don't want it because it generally doesn't help them, can only hurt them. But teams that might be on the wrong side of the bubble want it because it's a chance to get into the NCAAs if they get hot, and the bottom few teams want it for more game experience. The top teams continued to veto restoring the tournament until UCLA became just a middling-to-poor team and UCLA changed its vote, which is why we got it again.
As we are usually the #1 or 2 W volleyball team in the Pac-12, the tournament wouldn't help us, only hurt us. Same thing for W Soccer.
Other considerations: Money: the basketball tournament might be a money-maker -- I don't know -- but a volleyball tournament wouldn't.
Conference tournaments can be seen as devaluing the regular conference season.
