The IOC will see that the USA and a few other countries have too many likely travelers yet to be tested and will realize the Olympics need to be cancelled.

Formula 1 thought they were being clever pushing on with their global effort.  Then right before their first practice session in Melbourne a member of McLaren tested positive for the Corona virus.   Then everyone was like why are we here in Australia when we all knew this would happen.  The race was cancelled and now the teams are stuck in Australia.   Some staff will be unable to go home for a number of weeks.

My guess is the IOC will see F1's experience and realize it will be better to just cancel/delay if the situation does not improve a lot in the next 3-4 weeks.

It will be about the money.   It will cost a lot to cancel the games in April, but it will cost a whole lot more to cancel the games days before they are set to begin.

I have heard that the last possible day to make a decision will be in May sometime.
