It was obvious to all but those who are actually there, who had parties under cherry blossoms, went out to pubs at night (hear about the legislator who was caught going to a "sexy cabaret" after the state of emergency was declared?), and generally acted like it couldn't possibly happen to them. Sad. We have elderly family there so doubly concerned.
