The best board football game ever is Football Strategy, Avalon Hill. Originated in 1962, it's been revised a few times. Simple yet brilliant design, it puts one player's play-calling ability against the other. It basically consists of a board with 20 plays, and 10 defensive cards featuring different alignments, strengths and weaknesses. There's no chance involved, either you outguess your opponent or you don't.
I still play the game occasionally with friends and I'm always struck by how intense the competition gets. When I was in college I introduced the game to some friends and they were all immediately hooked, literally waiting in line to play the winner.
I recommend it highly.
