Everyone should correct me if I'm wrong, but I think when people are saying that you can get seats in the lower level, they mean you can buy seats there. There are ushers that will help you to your seat if you have a ticket and will direct you elsewhere if you don't.

I showed up to Monday night's game at 8:25 (5 minutes before nominal start time) and could have bought seats in the lower area in the corner (section 1,5,9,13) or end zone (6-8, 14-16). The visitors bench was in front of section 4 (blue bench). You can see where they'd stick you if you buy the visitor's seating, way up in 6. I chose general admission and sat in an otherwise empty row about half way up in Upper 11. There were thousands of empty seats in the upper level.
FYI, when attendance is like this, parking is also easy. I prefer to park adjacent to the baseball stadium ("Varsity Lot"), which was about 60% full tonight. There is also closer, underground parking at Parking Structure 7. All free. Oh, but wait, much of this parking may be restricted before 4PM. If the game is before that, you may have to park at Galvez Field, which is unpaved and can be a real mess if it is wet. In such a case, consider parking on El Camino Real, by Masters Grove.
