It would certainly seem that way, although the 14-day clock might have started prior to the date of the positive case for some of the close contacts.
It seems like the City of Berkeley could reasonably soften its stance, assuming everyone continues to test negative, but I doubt they will.
Can you imagine any future contact tracing interviews after a positive case in Berkeley (or at Stanford, for that matter)? “Nope, I don’t think I’ve been around any of the guys at all. I was on a spiritual quest in the woods for the last week...”
