Correct.  All players regardless of whether they play one game or twelve (or don’t play at all) will receive one additional year of eligibility.  Players who otherwise would have exhausted their eligibility this year will be allowed to return next year; however, schools are not obligated to give those individuals scholarships to cover the additional season.  The maximum of 85 will be increased by the number of players who choose to return who, once again, otherwise would have exhausted their eligibility this year.  The number will revert back to 85 for the ‘22 season.  Obviously, this will cause a “traffic jam” in 2022.
