That reduces his value as a back-up, and is a big problem if anyone fancied him as a starter. Most 2nd rounders are seen as starters in waiting, so I think Mills, with his injury history, would be 3rd round or lower.
The COVID testing problems really hurt him. The team has done a great job of not blaming anyone or doing the what if stuff, but I suspect Mills (and his Agent) will really wonder how much those two weeks cost him.
I think NFL scouts know what he has. You are right on the injuries. That will drop him. But I think he has a chance to be a very good NFL quarterback.

Thin on quality QBs?!? This is probably one of the most stacked drafts at the position. . . .
Jones, Trask, Fields, Book, Lance, Wilson, and that long haired kid from the school on a lake in South Carolina.
Not sure if either Trask or Jones are great NFL prospects. It’s always hard to tell with Alabama quarterback’s because they have so much talent around them. I call it the Matt Leinhart question.
Lex, have you watched Jones play? From what my eyeballs tell me. . .
I don't think I've seen a photo of Trask or Jones in a hot tub ala Rosen or Leinhart, either.
I have. He’s had a terrific year. He’s also surrounded by All- Americans at darn near every skill position. Can sit back and pick out receivers. Not a lot of small windows.
Trask has had a terrific year. But I don’t think he moves all that well and I wonder how he translate to the NFL.
Lol on the hot tub.
