Number rules are not as strict, but I think they exist.
Last year Fleming got hurt on a play during one of the Jumbo (6-7 OL) looks. Mabry was wearing a TE type jersey over his true uniform. Even before Fleming fell to the ground Mabry was sprinting over to the sideline. There coaches ripped his TE number jersey, think Superman or Hulk, exposing his true OL jersey and number underneath. He then raced to the huddle to become the 5th OL.
So that type of action would seem remarkably unnecessary if numbers did not matter at all.
