Apparently, they're getting different types of covid tests as well.

Oof, this might be the worst of the disparities here.  Most of the antigen tests have a fairly high false-negative rate (that's the bad kind of false result if you want to avoid an outbreak).  And the cost is about the same as the gold-standard PCR test.
