I hope this isn't some sort of pre-emptive strike he is putting out only because he's feeling low ticket sales to Stanford fans and wants to create an excuse for what he fears will be paltry fan support at AT&T Stadium.
The early start time Cal had in Oxford didn't stop them from knocking off Ole Miss in their home stadium. Complaining about start times, no matter the motivation, is a bad look. That stuff is negotiated between the schools, conferences and TV networks, and Shaw knows it. If 9am PST games are a non-starter for you, make it a negotiating chip when doing the contracts to schedule and broadcast the games.

As for the rest of your post, I think Shaw is spot on. West Coast teams playing games at 9:00 am Pacific Time puts them at a competitive disadvantage. It’s especially galling when it’s a neutral site game.
